Basic Function: Under the direction of the Associate Vice President of Operations and Planning, the Director of Environmental Health and Safety and Regulatory Compliance is responsible for designing, implementing, maintaining, and overseeing environmental, occupational health, and safety programs that promote the health and safety of university faculty, staff, and students. The role ensures compliance with applicable federal, state, and local laws and regulations. The role may also include additional regulatory compliance responsibilities tied to campus physical operations, such as stormwater management, university-wide hazardous waste, and other environmental health compliance reporting, if time permits. This position plays a key role in developing policies and programs to reduce risks, prevent workplace injuries and illnesses, and ensure that safety protocols are implemented across campus. Key Goals: Contribute to the development of an EHS culture at California Lutheran University. Maintain a safe and healthy workplace for the California Lutheran University community. Ensure compliance with all applicable federal, state, and local safety, health, and environmental regulations. Develop an EH&S structure that is appropriate for a university of California Lutheran University’s size and complexity. Build a culture of overall teaching and research laboratory and studio safety. Representative Duties: Chemical Hygiene Plan: Update current Chemical Hygiene plan. Ensure that plan is updated at all times. Work closely with academic leadership to ensure that various laboratory safety responsibilities are clearly identified between this position, academic deans and department chairs, faculty, and lab assistants. Write standard operating procedures accordingly. Distribute and refine the plan as needed. Regulatory Compliance: Manage the university’s compliance with federal, state, and local environmental regulations related to laboratory and art studio hazardous waste management. Oversee preparation and submission of required reports, including annual hazardous waste reports. Hazardous Materials Management: Ensure proper storage, handling, and disposal of hazardous materials in compliance with state and federal regulations. Manage hazardous waste minimization and disposal efforts in the arts and sciences, ensuring waste is disposed of appropriately and in a timely way. Administer chemical inventory (and related software systems) and ensure all spaces are properly identified with respect to the presence of hazardous materials. Ensure that all occupants and perspective emergency response staff have access to hazardous material records. Monitoring and Audits: Conduct regular environmental health and safety audits, inspections, and risk assessments to ensure compliance with internal and external regulations. Training and Education: Provide training programs for faculty, staff, researchers and students on best practices for environmental health, occupational safety, and laboratory safety. Serve as a resource for individuals seeking information on regulatory compliance, research safety, and hazard prevention. Safety Program Management: Oversee EHS programs to prevent workplace injuries and illnesses, and implement strategies to reduce risks associated with research and teaching operations. Ensure all required safety and compliance training is up to date for faculty, staff, and students. Chair the university Safety Committee, and participate as an ad hoc member of the academic Laboratory Safety Committee. Collaboration with Campus Facilities and Security: Work closely with campus safety and facilities management teams to ensure environmental compliance in all physical campus operations, including grounds and maintenance work, and laboratory and chemical access. Emergency Preparedness: Manage the university’s emergency preparedness plans related to chemical health hazards, including spill response and other emergency procedures. Other Duties as Assigned: Manage other regulatory compliance responsibilities as may be identified in the future. Drive vehicles to conduct work. Knowledge Of: Hazardous materials management, including proper handling, storage, labeling, and disposal procedures in compliance with federal and state regulations, specifically within laboratory and research environments. Laboratory safety protocols and best practices for managing high-risk chemicals, biological materials, and hazardous waste within academic and research settings. X-ray and laser safety regulations in California, including compliance with registration, reporting, and radiation protection protocols as outlined by the California Department of Public Health (CDPH) Radiologic Health Branch (RHB) for X-rays, and Title 8 of the California Code of Regulations for laser usage. Federal, state, and local environmental health and safety regulations, including but not limited to OSHA, EPA, and Cal/OSHA. Principles and practices related to pollution control, and hazardous waste handling, storage, and disposal. Risk assessment methodologies, safety audits, and compliance inspections within an academic, research, and laboratory environment. Emergency response with respect to laboratory and studio processes and procedures, including spill response, fire safety, and other environmental emergencies. Training content and presentations for safety, health, and environmental education programs, specifically in laboratory academic and research settings addressing chemical, biological and physical hazards. Techniques for fostering a strong culture of health, safety, and environmental stewardship within a diverse academic institution. Microsoft Office Suite and relevant EHS management and reporting software tools for compliance tracking and audits. Best practices in environmental sustainability initiatives, such as reducing greenhouse gas emissions, waste minimization, and energy conservation. Ability To: Collaborate effectively with faculty, staff, lab assistants, and senior leadership to develop and implement comprehensive environmental health and safety programs that meet the unique needs of an academic environment. Communicate complex regulatory requirements and safety protocols clearly and persuasively across various levels of the institution, fostering a strong culture of safety and compliance. Conduct thorough safety audits, risk assessments, and compliance inspections, ensuring that all laboratory, research, and campus operations adhere to federal, state, and institutional standards. Complete complex reports, including for laboratory generated hazardous waste. Minimum Qualifications: Any combination equivalent to: Bachelor’s Degree in Occupational Safety, Industrial Hygiene, Environmental Health and Safety, or a related scientific field, plus five years of experience, or equivalent combination; validated experience in the management of comprehensive health and safety programs and personnel. Board certification in a recognized professional health and safety discipline such as industrial hygiene (CIH) or safety professional (CSP). Demonstrated background in environmental health and safety risk assessments, regulatory compliance, and audits. Proven ability to develop strategies for complex organizations, with strong communication skills and demonstrated leadership in promoting safety and regulatory compliance. Demonstrated skills and abilities in EHS auditing functions, including conducting audits, generating reports, and implementing actionable compliance items. Strong understanding of applicable regulations in research/laboratory and general EHS topics and programs. Excellent written and oral communication skills, with the ability to work in a diverse institutional culture. Proven track record of meeting deadlines and completing work on time. Ability to wear personal protective equipment (PPE), including air-purifying respirators, safety glasses/goggles, and protective clothing. Preferred Qualifications: Board certification in a recognized professional health and safety discipline such as industrial hygiene (CIH) or safety professional (CSP), with additional work experience in at least one of the following fields: environmental compliance, research safety, emergency management, or construction safety. Demonstrated knowledge of hazardous material storage, use, and waste management; ability to manage hazardous waste minimization and disposal efforts across the campus. Familiarity with laboratory protocols using high-risk chemicals and biological materials. Experience with the permitting process related to stormwater and air pollution controls. Experience with state and federal regulatory reporting, including stormwater pollution prevention plans (SWPPP), “quantifying” and writing sewer generation reports, and air quality compliance reports. Demonstrated ability to monitor campus facilities for compliance with air quality standards and stormwater pollution controls. Licenses and other requirements: A valid driver’s license.
