Opportunity Under the USAID Environmental and Social Safeguarding Support (ES3) activity, the USAID/Eastern and Southern Caribbean Regional Mission (ESC) has requested Environmental Incentives (EI) and its consortium partners to complete a 118/119 Tropical Forest and Biodiversity Analysis. As required by sections 118 and 119 of the Foreign Assistance Act, as amended, the analysis will examine the country-level tropical forest and biodiversity conservation needs and the extent to which USAID/ESC is currently addressing the actions necessary to conserve and sustainably manage tropical forests and biodiversity. The analysis and report recommendations will highlight strategic linkages and opportunities to integrate tropical forest and biodiversity conservation into priority development sectors, inform programming, and help to strengthen USAID's role in biodiversity conservation. The analysis will not generate original primary data, and is based on synthesis and analysis of existing information, coupled with in-country consultations and site-based visits. The 118/119 Tropical Forest and Biodiversity Analysis will take place in the Eastern and Southern Caribbean Region. Consultancy Description Environmental Incentives seeks one mid-level Geospatial Analysis Subject Matter Expert (SME) with expertise in analyzing forest cover and land use change using satellite imagery and geospatial data to support this 118/119 Analysis. The SME will serve as a key contributing member of a core analysis team for this activity. The SME will focus on the tropical forests and mangrove cover within the Eastern and Southern Caribbean Region, particularly Guyana and Suriname. They will provide critical insights into forest cover and land use change and will provide analysis and create maps for ecological and conservation purposes. The SME will report to the Team Lead and Deputy Team Lead at Environmental Incentives, and contribute to the development and implementation of client deliverables related to this analysis. Additionally, the SME will contribute to the synthesis of preliminary findings and the draft and final analysis reports in accordance with established protocols and quality standards. The assignment will be for an estimated 5 - 10 working days through a five to six-month period . The overall period of performance for this 118/119 analysis will be from October 2024 to March 2025. Responsibilities and Activities Contribute to the 118/119 Analysis and Climate Analysis drafts including creating and reviewing geospatial products in the form of thematic maps, charts and graphics with a spatial component such as land use cover maps, land use change maps, deforestation maps, and other geospatial analytical services. Contribute to review of secondary data prior to field data collection. Participate in regularly scheduled meetings throughout the period of performance. Contribute to development of presentation on key findings for USAID/ESC staff. Qualifications, Skills and Abilities Required: Master's degree (or equivalent) or higher in Geographic Information Systems, remote sensing, cartography, ecosystem conservation, conservation biology, or a closely related field; and at least 5 years of relevant experience. Subject matter expertise in GIS, remote sensing, and/or spatial analysis. Excellent communication, analytical, writing, and presentation skills in English. Strong organizational and interpersonal skills. Preferred: Experience working in the Eastern and Southern Caribbean. At least 5 years of relevant experience.
