Opportunity Under the USAID Environmental and Social Safeguarding Support (ES3) activity, the USAID/Eastern and Southern Caribbean Regional Mission (ESC) has requested Environmental Incentives (EI) and its consortium partners to complete a 118/119 Tropical Forest and Biodiversity Analysis. As required by sections 118 and 119 of the Foreign Assistance Act, as amended, the analysis will examine the country-level tropical forest and biodiversity conservation needs and the extent to which USAID/ESC is currently addressing the actions necessary to conserve and sustainably manage tropical forests and biodiversity. The analysis and report recommendations will highlight strategic linkages and opportunities to integrate tropical forest and biodiversity conservation into priority development sectors, inform programming, and help to strengthen USAID's role in biodiversity conservation. The analysis will not generate original primary data, and is based on synthesis and analysis of existing information, coupled with in-country consultations and site-based visits. The 118/119 Tropical Forest and Biodiversity Analysis will take place in the Eastern and Southern Caribbean Region. Consultancy Description Environmental Incentives is seeking a Forestry and Natural Resource Management Subject Matter Expert (SME). The SME will serve as a key contributing member of a core analysis team for this activity. The SME will report to the Team Lead and Deputy Team Lead at Environmental Incentives, and contribute to the development and implementation of client deliverables. This includes providing inputs into a work plan and fieldwork itinerary, conducting desk-based document review, leading a portion of stakeholder consultations and qualitative data collection during field-based site visits, and contributing to the synthesis of preliminary findings and the draft and final analysis reports in accordance with established protocols and quality standards. The assignment for the SME will be for an estimated 20 - 35 working days over a 5-6-month period. The overall period of performance for this 118/119 analysis will be from October 2024 to March 2025. Responsibilities and Activities Contribute to the planning, development, analysis and reporting for the 118/119 analysis, including drafting key sections as delegated by the in-country Team Leader and ES3. Contribute to review of secondary data prior to field data collection. Contribute to development of key informant interview guides and site visit protocols for field data collection, as delegated by Team Leader or Deputy Team Lead. Contribute to the development of a detailed itinerary for in-country consultations and site visits in fulfillment of the analysis work plan. Contribute to analysis and synthesis of qualitative data from in-country consultations, site visits, and secondary datasets as necessary to respond to overarching objectives of the 118/119 analysis. Participate in regularly scheduled meetings throughout the activity lifetime. Qualifications, Skills and Abilities Required: Master's degree in biology, ecology, zoology, forestry, ecosystem conservation, political ecology, environmental policy or planning, or a closely related field; and at least 10 years relevant experience. Subject expertise in one or more of the following: natural resource management; tropical forestry; wildlife conservation; sustainable landscapes or land use; community-based conservation; agriculture; USAID policy and planning in biodiversity sectors. Strong knowledge of institutions, regulations, and legal frameworks in forestry, wildlife, natural resource management and/or related environmental sectors in the Eastern and Southern Caribbean, specifically in Guyana and/or Suriname. Excellent communication, analytical, writing and presentation skills in English. Strong organizational and interpersonal skills. Preferred: Expertise assessing linkages between forest and biodiversity conservation and development programming in non-environment sectors such as agriculture, food security, economic development, and governance. Broad understanding of geospatial perspectives to inform development priorities and planning. Knowledge of the USAID Program Cycle and strategic planning process, including knowledge of the Conservation Standards. Ability to travel and conduct stakeholder consultation and site visits within Suriname and/or Guyana for up to three weeks.
