Overview This position is primarily responsible for providing support to the WSU/PNNL Bioproducts Institute Co- Director and the Transportation Sub-sector Manager (EERE), and subsector and relationship managers in biomass, vehicles, and fuel cells representing over $40M in annual sales. In addition, this position will involve support of some key projects within Chemical and Biological Process Development Group and may serve as back-up support to the Chemical and Biological Process Development Group Administrator. Responsibilities The Financial Coordinator contributes to PNNL through financial support of project management. The Project Coordinator will manage the day-to-day operations of the PNNL Co-Director, WSU/PNNL Bioproducts Institute, Transportation Sector, Bioenergy/Bioproducts Business Sub-sector Manager, Hydrogen and Fuel Cell Technologies Office (HFTO), and the Bioenergy Technologies Office (BETO) Laboratory Relationship Manager. These duties include but are not limited to the following: Financial monitoring (40%) Track the overhead budgets for the sub-sector managers they support Track the overhead budgets for proposal development Support the financial coordinator in charge of monitoring all the BETO and various HFTO projects Project spend and cost sheet development Assist in preparing monthly financial reports in accordance with program guidance Support the HFTO and BETO office in setting up financial structures, work breakdwons, and maintains financial integrity Proposal coordination (20%) Setup proposal development schedules/reviews Draft proposal templates Monitor progress of proposal efforts, and identify where additional assistance is needed Project execution (20%) Track all milestones and deliverables for the BETO portfolio. Update status of all milestones and deliverables on a monthly basis Support change control process Track and maintain project information in various project systems (PPM, EPR, WALS, others) Sector managers and other support (20%) Support travel and travel expense within PMO Serve as an information resource for project managers on PNNL policies, procedures and guidelines related to travel, publication, purchasing, FVAs, badging, facility access and similar areas specific to the PMO Prepare reports, technical presentations, and various documents. Will edit and improve draft presentations and other products originated by others. Compose correspondence and edit/format all correspondence to ensure high quality documents. Coordinate meetings and functions for internal staff and for visitors to the laboratory. Identify and undertake stretch assignments, including defining schedules for strategic projects. Competent in basic area of expertise. Uses professional concepts; frequent use and application of standard principles, theories, concepts, tools and techniques. Applies existing methods to resolve new or less well-defined problems. Manages assigned work. Exercises judgment within defined procedures and practices to determine appropriate action with general oversight. Has extensive contact with the project team and other internal contacts. Qualifications Minimum Qualifications: BS/BA or higher -OR- AA degree and 10 years of relevant financial -OR- HS/GED and 12 years of relevant financial experience. Qualifying experience in financial support of budget management, financial analysis, and tracking & reporting of cost and spend may be considered. Preferred Qualifications: Broad experience and knowledge of matrixed support organizations Demonstrated knowledge of project and business systems Experience working with the DOE program offices within the office of Energy Efficiency and Renewable Energy (EERE) and Fossil Energy Familiarity with Project Management Standards through the 5 phases of Initiation, Planning, Execution, Monitoring & Control and Closeout Knowledge of PNNL administrative systems and processes. Knowledge of PeopleSoft, Expense System, PPM, B2B, and P- Card system Knowledge of Battelle, PNNL, and DOE policies and procedures and organizational structure. Experienced in managing budgets for materials and equipment and tracking project and overhead financials.
