Facility: Cobb Hospital Job Summary: The Executive Director, Facilities Engineering has direct oversight and responsibility of ensuring the Cobb Hospital campus and Vinings Health Park are maintained at appropriate operational standards, and meet all code and safety requirements. In each of the departments, the Director identifies cost effective systems needed to support the business of the department, taking into account business trends, resource availability, and changes in customer's needs and demands. This position will develop lead and manage effective working relationships with all constituencies, including patients, physicians, employees, volunteers and vendors as well as ensure his staff members align with the standards for excellent in quality and service. The Executive Director identifies and remedies operational concerns while continuously searching for performance improvement in operations and standards of care. As the facilities safety officer this position will ensures that the hospital and department comply with Joint Commission, federal, state and local requirements. Upon identification of any variances to best practices the director will lead sustainable change practices and validate ongoing results. This position also provides WellStar oversight and administrative leadership over the contracted security services to provide an environment of care conducive to safe high-quality healthcare as well as partners with the Emergency Preparedness manager for operational preparedness and excellence in all operating situations. The communications department will also report to this leader for operational service levels, staffing, capital and policy and procedure development and execution. These goals are accomplished through data and employee engagement while providing continuous customer satisfaction. Responsible for the safe, efficient, effective and economical operation of both physical plant and all of the equipment within, both fixed and portable, as well as the grounds surrounding the facility. Responsible for Environment of Care, Life Safety and Emergency Operation Plans. Core Responsibilities and Essential Functions: 1. Leadership a. Supervise (directly and indirectly) of all Facilities Engineering personnel to insure all Facilities Engineering systems operate properly b. Ensure Facilities Engineering staff utilizing performance management and regular communication c. Update and create departmental policies and procedures as required d. Direct the Facilities Engineering office operations including the Computerized Maintenance Management System, Facilities Blueprints, As-Built Drawings and Shop Drawings e. Establish and maintain a building maintenance program for all buildings f. Establish and maintain a building maintenance program for the Vinings Health Park g. Ensure all contractors working on the Cobb and Vinings campuses are in compliance with all OSHA, Life Safety Codes, NFPA and other applicable codes and standards h. In conjunction with the SVP & Hospital President, AVP of Finance/Operations, and SVP Real Estate, Facilities and Development, develop and maintain a strategic multi-year campus/facility Master Plan to ensure all facility equipment and systems remain up to date and functional i. Submit capital planning (short and long term) for building equipment and systems is annually 2. Projects a. Maintain major building equipment and sure it is in working order b. Review construction documents for compliance with WellStar standards related to plumbing, electrical and HVAC. Coordinates recommended changes to construction document with A&E team c. Approve As-Built and close-out documents as accurate and complete d. Coordinate System engineers and architects to create punch lists of construction projects prior to final project closeout and for ensuring Facilities Engineering participation in the final inspection of all construction projects e. Prepare and submit weekly project status report of departments special projects 4. Compliance a. Responsible for the departmental requirements of the Joint Commission Environment of Care Standards to include a current and accurate Statement of Conditions and a PFI completion schedule in accordance with Joint Commission guidelines b. Maintain a working knowledge of Joint Commission Standards, NFPA Codes, Hospital Guidelines for Construction and Mechanical, Electrical and Plumbing Systems c. Maintain programs designed to keep the facility in compliance with NFPA 101 Life Safety Code d. Ensure the emergency generators are exercised in accordance to Joint Commission guidelines 3. Operations a. Evaluate, update, and implement changes to improve energy conservation b. Manage the building maintenance program for all buildings on the Cobb Campus and Vinings Health Park c. Ensure needed repairs are performed in a timely and efficient manner d. Advises the Administration of any major utility or system problem that is of substantial nature and is directly responsible for directing necessary repairs to ensure functionality e. Takes on call responsibilities and performs follow-up with written reports f. Maintain the physical appearance of all buildings for which she/he is responsible g. Manage, facilitate and maintain Cobb Hospital, Vinings Health Park campus grounds 5. Expense a. Manage the departmental operational budgets b. Managing approved capital items with a current and accurate balance Performs other duties as assigned Complies with all Wellstar Health System policies, standards of work, and code of conduct. Required Minimum Education: Bachelor's Degree Preferred Required Minimum License(s) and Certification(s): All certifications are required upon hire unless otherwise stated. Required Minimum Experience: Minimum 10 years total related experience including five (5) years of lead ership experience with at least two years of direct supervisory and management experience. Experience in Facilities and Plant Operational / Maintenance at Joint Commission (TJC) Accredited preferred. Demonstrated experience in construction project management, installation and maintenance of equipment, maintenance of building and grounds and utility system is necessary. Required Required Minimum Skills: Must have an excellent working knowledge of state and local codes as well as an extensive background in regulatory codes and standards. Must be able to manage a comprehensive program to ensure a safe work environment for patients, visitors, and physicians and staff. This individual must ensure compliance with OSHA, Life Safety Codes.
