Title and Number of Position: Principal Environmental Engineer - EC003Application Period:12/10/2024 - 1/11/2025Salary Range: Grade 11A / $86,786,88 - $143,198.35Division - Section - Unit: Construction & Engineering Division/Engineering Shift and Days: 8:30AM - 4:30PM Monday - FridayLocation: ProvidencePosition Covered by Bargaining Unit Agreement:NoDUTIES/RESPONSIBILITIES: Responsible for managing planning and design projects related to the rehabilitation and capital improvement of wastewater facilities and infrastructure. Provide engineering support for all Engineering Department activities, including: expert technical guidance and oversight of multiple design teams working on a variety of wastewater collection, pumping and treatment projects; management of in-house design and construction projects, including research, development, permitting and engineering calculations; acting as a technical liaison to design and construction projects; supporting start-up and commissioning of new/ renovated facilities and overseeing all phases of technical projects. Works under the general supervision of the Engineering Manager and helps supervise NBC engineering support staff and outside consultants. Manage, coordinate, and supervise consultant activities to assure the interests of NBC are optimally achieved, including maintaining project schedules, budgets and ensuring sound engineering practices are implemented. Assist with the planning, design, and management of both new and rehabilitation projects for various wastewater infrastructure components within the NBC service areas. Apply diverse knowledge of engineering principles and practices. Prepare Requests for Qualifications and Proposals for planning and design projects in accordance with NBC guidelines and review submitted procurement materials. Assist in the preparation of draft documents to secure capital project funding assistance and permits from various local, state and federal agencies. Development of status and progress reports. Review consultant work submittals (reports, plans and specifications) to determine if changes or corrections are necessary. Prepare and negotiate Contract Documents. Prepare and submit applications for Orders of Approval and regulatory permits for assigned projects. As required, coordinate with all applicable local, state and federal regulatory agencies regarding project requirements. Provide technical advice, assistance, and support services to other NBC sections. Provide support and guidance in developing and maintaining appropriate sewer system records in a GIS database and assist others in the development and maintenance of Asset Management systems and other similar software platforms. Review Operations and Maintenance manuals to ensure instructions are in conformance with recognized engineering principles and that procedures are performed in accordance with design specifications. Perform selected management duties during the temporary absence of the Engineering Manager. Prepare and present applicable portions of projected costs (5-year period) for NBC's Capital Improvement Program. Perform other duties and projects as assigned, within skill and experience capabilities.
EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS:
EDUCATION/EXPERIENCE: Requires a four (4) year Bachelor of Science degree in Engineering (civil, environmental, or equivalent) from an accredited college or university and at least 4 years of experience performing duties equivalent to a Principal Environmental Engineer. A Master of Science degree in Environmental Engineering, Civil Engineering with an environmental engineering specialty or a related engineering degree is preferred.
Job Knowledge, Skills and Abilities: This position requires an in-depth knowledge and understanding of wastewater facility operations and design requirements, engineering principles, practices and engineering support functions. Must have proficiency in computer applications including Microsoft Office, AutoCAD, GIS and database management. Must have the ability to analyze data from flow monitoring and treatment facility operations.
SPECIAL REQUIREMENTS: Must possess a Professional Engineer license issued by the State of Rhode Island Board of Registration for Professional Engineers. Must possess a valid driver's license to operate NBC vehicles.
