GovStaff is seeking a Project Controls Manager for a key permanent job opening we have at Newark Liberty International Airport in Newark, New Jersey. Potential candidates need to be well-versed in Project Controls best practices in order to support the development and control of schedules and contracts and the tracking of schedules and contract performance in fast-paced environments. Construction or Engineering experience required.

The selected candidate will be responsible for a team of schedulers and contract managers to ensure all scheduling and contract management needs are met for a portfolio of projects of various sizes and complexity and to facilitate collaboration between stakeholders to proactively identify, mitigate, and resolve issues and ensure on time and within budget project delivery.
Responsibilities:
Manage and lead a team of schedulers and a team of contract managers in delivering proactively.
Oversee development and maintenance of internal project schedules and analysis of project schedules against those submitted by contractors to ensure alignment with project/contract requirements and overall program needs while minimizing adverse risks/exposure.
Ensure communication and collaboration between project teams, construction teams, and other stakeholders to develop preliminary project schedules and continually update & maintain schedules.
Lead and develop procedures to support sustainable implementation of all contract management activities, including the change order process.
Track schedule and contract performance while managing competing priorities to ensure each project is delivered per contract deliverables.
Support facilitation of communication and collaboration among multiple project teams, functional teams, and contractors across interdependent projects and contracts.
Ensure timely communication and information sharing with other Project Controls functions.
Provide meaningful and actionable reports to project teams and management/executives.
Contribute to continuous process, reporting improvement efforts, and operations support/training to enhance efficiencies.
Candidate Qualifications:
Bachelor's degree in Engineering, Construction Management, Contract Management, or related fields.
Minimum five (5) years of professional experience in scheduling and five (5) years in contract management and managing staff.
Minimum five (5) years of professional experience in construction projects and project controls.
Minimum five (5) years as a people manager.
Proficient in Primavera P6 and other scheduling software; strong proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
Strong verbal and written communication skills and proficiency in presentations and conveying complex information clearly and effectively.
Strong critical thinking and analytical skills.
Strong negotiation, organization, and leadership skills.
Additional Desired Qualifications:
Project Management Certification (PMP, PMI-SP) or similar credentials.
Contract Certification, such as CPCM (from NCMA) or similar credentials.
Experience with scheduling and contract management for large-scale projects/contracts and multiple concurrent projects/contracts.
