Clarification from the agency

This position will be filled under the Office of Personnel Management's Direct Hire Authority and is open to all United States citizens and U.S. nationals. Veteran's preference and traditional rating and ranking of applications do not apply. All qualified applicants will be referred to the hiring manager for consideration for this position.

Duties

As a Fish and Wildlife Biologist your duties will include but are not limited to the following:

Habitat Restoration: Participates in all aspects of habitat restoration projects including conducting landowner contacts and feasibility determinations, planning and design, securing permits and funding, developing and submitting Private

Landowner Agreements (PLAs), interacting with contractors, providing constructionoversight, and monitoring habitat improvements.
Develops annual and long-range goals, objectives, plans, and budgets for watersheds, focus areas, and ecosystem priorities within the assigned geographic area. Prepares annual work plans and program schedules to maximize efficient

use of financial resources leading to accomplishment of approved goals and objectives. Develops complete financial assistance packages and works with the state coordinator and various internal and external partners to manage and/or

obligate funding.
Prepares management plans adequate to ensure preservation, protection, and enhancement of fish and wildlife habitat on project sites. This requires coordination with other experts and review of plans that may encompass any and all programs that affect fishery and wildlife resources. These include, but are not limited to, fire management, moist soil management, grazing management, wetland restoration and management, water quality and quantity concerns, forest management, or grassland restoration and management.
Provides technical and habitat restoration assistance to local, state and Federal cooperators in the restoration and enhancement of habitats utilized by Federal Trust Resources on privately owned lands.
Promotes, establishes, and maintains cooperative, working relationships with partners, including government agencies, Tribal entities, conservation organizations, agribusiness organizations, local community groups, individual farmers and ranchers, and stakeholders with diverse backgrounds and experiences.

Basic Requirement:

Successfully completed a full four-year course of study in an accredited college or university leading to a bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position. NOTE: Transcripts required. (OR)
An appropriate combination of education and experience that included course work equivalent to a major (i.e. 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position; PLUS, appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above. NOTE: Transcripts required, and Your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.

Minimum Qualification [GS-11]

Possess one (1) year of specialized experience equivalent to at least the GS-9 grade level in the Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position and that is typically in or related to the work of this position to be filled. Specialized experience may include:1) developing and maintaining effective working relationships and liaison with private landowners, tribes, other federal, state, and local agencies, and the public regarding habitat restoration; 2) developing or evaluating habitat protection or enhancement planning documents and biological reports; 3) coordinating efforts of multiple personnel involved in habitat or conservation and recovery for a wide variety of ecosystems; 4) formulating recommendations to avoid or minimize adverse effects on listed species; 5) preparing briefing statements, reports, correspondence, presentations, etc.; 6) identifying, design, and conduct habitat improvement projects on privately-owned lands with emphasis on stream, wetland, riparian and upland restoration and enhancement. Possess 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a discipline directly related to the position. NOTE: Transcripts required. OR
Possess a combination of qualifying specialized experience and qualifying graduate education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only education beyond the second graduate year (36 semesters or equivalent) is creditable using this method. NOTE: Transcripts required, and Your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Knowledge to modify or adapt standard techniques, processes, and procedures and to assess, select, apply precedents, and devise strategies and plans to overcome significant resource problems related to species production, conservation, habitat restoration, construction, or program management and evaluation.

Skill in grant writing and administration, including the development of work plans and progress reports to insure continued availability of supplemental funds for restoration activities.

Skill in strategic communication including best practices for communicating with different value-orientations, using effective conservation messaging and various communication, including meet, converse, and work effectively with supervisors, private landowners, coworkers, other agency employees, representatives of nongovernment organizations, and the public.
