The Position

The Environmental Program Manager (EPM) leads and manages all aspects of Federal, State, and Local environmental permitting and compliance programs, enforces environmental programs, manages FAA NEPA compliance studies and documents, and provides management level advice to staff on environmental, technical, regulatory, and environmental policy issues and concerns. The EPM is also responsible for airport sustainability and climate resiliency programs including design, implementation, and post-implementation tracking.

Open through Sunday, December 15, 2024. This position will start no earlier than February of 2025.

Primary Responsibilities/Essential Duties

Develops, organizes, and supervises the development of airport environmental and sustainability programs.
Monitors and maintains airport contamination sites and regulated / hazardous waste materials in compliance with all applicable Federal, State, and Local environmental laws, regulations, permitting, and compliance program requirements including the Stead Solvent Site (Consent Decree) and on-airport underground and aboveground storage tanks (UST, AST).
Plans and executes natural, physical, and social resource (air, land, water, etc.) impact and management studies, investigates sources of pollution releases to the determine the nature and characteristics of contaminants, evaluates conditions, and recommends appropriate courses of action.
Manages all airport noise related programs, including an aircraft noise and operations monitoring system (ANOMS).
Leads, writes, and manages tasks for the preparation of FAA NEPA compliance documents (CATEXs, EAs, EISs), discipline reports, and other environmental documents related to federally obligated airport projects.
Directs and conducts airport-wide inspections to determine compliance with established standards and regulations.
Manages and allocates resources for permits and other fees for the compliance of regulatory programs.
Designs, develops, and implements waste water and storm water pollution prevention and spill management programs.
Manages consultant contracts, coordinates and oversees work of consultants to ensure contract terms are met, ensures timely project completion, reviews invoices, and identifies discrepancies.
Supervises the Environmental Analyst position.

Knowledge & Abilities

Knowledge of Federal, State, and Local environmental laws and regulations governing and best practices pertaining to airport-related environmental issues including industrial and hazardous materials, regulated waste materials, spill management, air quality, water quality, water pollution control for ground and surface waters, aircraft noise (ground noise, approach & departure noise, touch & go activity noise, and overflight noise), ARFF and military-related PFAS use, fueling activities, petroleum contamination, and effects from aircraft deicing activities.
Knowledge of water rights appropriation, vested rights, allocation, management, and administration.
Knowledge to determine scope of data required to develop recommendations on reducing environmental impacts of airport operations, to research and analyze related information, to assess significance of test results and other facts, and to prepare detailed reports.
Knowledge of methods and systems used for statistical analysis of environmental factors.
Knowledge of techniques of project management, construction, and contract management.
Knowledge of methods and techniques of financial, statistical and administrative research, record keeping, and reporting.
Knowledge of Federal, State, and Local noise standards, laws, rules, regulations, and policies governing airport noise mitigation and abatement.
Knowledge of monitoring instruments, software, and techniques to track and report on airport environmental and operational impacts including Noise and Operations Monitoring Systems and FAA AEDT.
Skill to provide a high level of customer service to peers, partners, and members of the community, including exercising tact and diplomacy when dealing with community concerns and to deescalate emotionally charged situations.
Ability to respond to incidents involving the spills or releases of hazardous waste and materials and provide advice on spill containment, clean up procedures, and management of waste and reporting.
Ability to read and interpret design, engineering, and construction plans and blueprints
Ability to act as the primary airport liaison to Federal, State, and Local agencies to coordinate and explain environmental compliance and related matters to the benefit of the airport.
Ability to collect, report, and share best management practices with other airports, large campuses, non-profits, and all relevant agencies.
Ability to interpret, explain, and apply laws, regulations, rules, policies, processes, and procedures related to environmental and sustainability issues to management, staff, and tenants.
Ability to keep abreast of and incorporate training regarding environmental and climate resiliency developments.
Ability to respond to airport emergencies and airport incidents, as requested, to address environmental contamination, spills, or releases.
Ability to identify appropriate corrective actions to remedy discrepancies or deficiencies and to resolve operational, technical, and public relations issues.
Ability to read and interpret design, engineering, and construction plans and blueprints.
Ability to ensure the maintenance of all required files, records, and documentation.
Ability to exercise independent judgment and initiative within established guidelines.
Ability to manage positive community relationships by developing partnerships with the public, tenants, regulatory agencies, and community and to successfully participate in local, regional, and state environmental working groups for the betterment of the airport.
Ability to collect ground, surface, sewage, and discharge water samples, to determine the type and extent of analysis needed, and to perform field and laboratory analysis.
Ability to communicate technical and procedural requirements both verbally and in writing to local residents, architectural and engineering consultants, contractors, and staff, including executive staff.
Ability to employ conflict resolution and problem-solving techniques.
Ability to prepare routine, recurring, and special reports for management.
Ability to coordinate program activities with multiple stakeholders to ensure agreement and consensus.

Required Education / Experience

Bachelor's Degree from an accredited college or university in environmental engineering, environmental science, planning, sustainability, or a related field.

Ten years of experience in a staff or administrative capacity managing projects in environmental permitting and compliance including experience in NEPA, sustainability, contaminant remediation, and other environmental issues and requirements relevant to land development, construction, and industrial type operations.

Preferred: Five years of progressively responsible environmental experience at a commercial service airport in the U.S.A or a federally obligated airport.

Required Licensing and/or Certifications

Possession of a valid Driver's License; ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge and an Airport Non-Movement Area Driving badge.
Certified Environmental Manager, under NAC 459.970 or ability to obtain certification within one year of employment.
Ability to obtain and maintain eligibility to hold a Certified Water Operator certificate for Water Treatment Operation I and Water Distribution Operator I through the Nevada Division of Environmental Protection.
Within a year of employment, ability to obtain and maintain a Class A Underground Storage Tank (UST) Operator certification, under NAC 459-97002.
Ability to obtain and maintain eligibility to hold a Visible Emissions (Smoke) certificate.

Entry Salary: $95,742- $120,636 per year. Initial salary placement will be based upon experience and qualifications. This is an at-will position which is salaried and exempt from overtime.

Start Date: This position will start no earlier than February of 2025.

Physical Requirements

Although most work responsibilities can be completed in a standard office environment, this position is required to respond to environmental spill and contamination sites, to conduct on-site environmental inspections of all airport and tenant owned facilities, and to provide physical escort for permit-related inspections at both airports. During these site-based activities:

Ability to remain in a stationary position for long periods of time, reach, bend, climb, lift, push, and pull items. Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. May have to lift items weighing 25lbs 2-3 times per year and traverse up to 1 mile approximately once a week. May be exposed to elements of weather when required to conduct on-site responses, on-site inspections, and/or physical escort at either airport. Exposure to heat, sun glare, smoke, cold, snow/ice, rain, uneven terrain, and wildlife is to be expected.
