Under the administrative direction of the Delta Conveyance Office (DCO) Environmental Branch Manager, the Environmental Program Manager 1 (EPM1) Specialist, functioning as the Lead Water Quality Expert Witness, serves as the technical manager and specialist responsible for providing expert testimony, preparing comprehensive reports, and offering professional opinions during the State Water Resources Water Rights Hearing for Change in Point of Diversion (CPOD) for the Delta Conveyance Project (DCP).
This is a 12-month limited term position and may be extended for up to an additional 12 months, for a maximum of 24 months.

The EPM1 is responsible for a broad range of critical water quality expert witness duties essential to the successful completion of the DCP water rights hearing. The incumbent must have the ability to perform high-level technical analysis, work cooperatively with others, maintain regular, consistent, and predictable attendance, and exercise sound judgment. The position requires the incumbent to lead the expert panel, develop effective strategies, and ensure compliance with legal standards. The EPM1 will formulate and recommend water quality policies and procedures to support the State Water Resources Water Rights Hearing for CPOD for the DCP. This includes developing, planning, organizing, overseeing, and directing the compliance efforts for the project, ensuring alignment with the California Water Code and federal regulations such as the Endangered Species Act. The incumbent will direct and oversee consultants and technical staff in the analysis and presentation of water quality data, ensuring the scientific and technical soundness of all testimony and documentation presented.
