The Director, Environmental Compliance and Sustainability position is a critical role providing direct oversight of the Environmental Compliance Department to ensure Pittsburgh Water's mission and commitment to protecting public health and the environmental is upheld.
Under limited supervision of the Director, Environmental Compliance and Sustainability, responsible and accountable for the performance and adherence to applicable environmental rules, regulations, permitting, laws (including those associated with the Clean Water Act), and overall oversight of Pittsburgh Water's Environmental Compliance Program for all facilities.
RESPONSIBILITIES• Oversee day-to-day operations and manage all aspects of Pittsburgh Waters environmental compliance and sustainability functions
• Oversee compliance with all environmental requirements of applicable laws, regulations, permits, agreements, and orders.
• Establish, implement, and maintain related internal environmental and sustainability policies and procedures
• Establish, implement, and maintain sustainability initiatives
• Maintain an up to date Environmental Compliance Manual for all facilities
• Develop, recommend, and implement corrective actions for short- and long-range remedial solutions in response to environmental and regulatory compliance deficiencies
• Oversee non-compliance reporting procedures to ensure environmental compliance issues or complaints are reported and resolved in a matter consistent with applicable policies and procedures
• Partner with leadership to review proposed media request responses, permits, regulations, rules, standards, and laws to determine the impact on current operations and operating procedures as it relates to environmental compliance
• Review and approve the submittal of environmental compliance related reports and communications for completeness and compliance
• Oversee the development of an environmental compliance and sustainability dashboard, key performance indicators, and internal/external reporting
• Identify current and emerging issues related to environmental compliance and sustainability.
• Develop departmental budget including personnel, equipment, and capital planning.
• Supervise, evaluate, coach, mentor, train, discipline and motivate staff and contractors.
• Approve timecards, overtime and benefit usage requests, ensuring accuracy
• Performs other related tasks as assigned or required.
KNOWLEDGE, SKILLS & ABILITIES• Extensive knowledge of environmental compliance, sustainability, water quality, risk assessment, and the planning, design and/or management of water capital and operations projects
• Extensive knowledge of regulatory requirements around management of waste streams, storage tanks, chemicals and oils, industrial discharges, air quality, and stormwater
• Ability to develop, implement and monitor key performance indicators for environmental compliance and sustainability tracking
• Strong familiarity with municipal water treatment and distribution systems, wastewater conveyance, and stormwater management operations and maintenance requirements
• Knowledge of the policies and procedures of the administration of water, wastewater, and stormwater projects, infrastructure maintenance, and of the safety hazards and precautions of the related work
• Strong ability to plan, monitor and evaluate the work of staff, consultants, and contractors
• Possess sound judgement, logical reasoning, integrity, and good ethics
• Establish and maintain effective working relationships with one's supervisor, colleagues, outside agencies, government officials, community representatives, and the public
• Proficient in Microsoft Office Suite, the ability to operate a personal computer and other office equipment as required
EDUCATION / EXPERIENCE REQUIREMENTSThe following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
• Bachelor's Degree in engineering, environmental science, or related field from an accredited college or university. Masters degree preferred.
• 10+ years of related experience with environmental compliance and drinking water utilities. 5 years management experience.
• Pennsylvania Class A Water Plant Operators Certificate a plus.
GENERAL REQUIREMENTSApplicant must present a current, valid Class C (Class 1) PA Motor Vehicle Operator's License at the time of application or prior to appointment. A valid driver's license must be maintained throughout employment.
Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with Pittsburgh Water: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.

CONDITIONSWhile performing the duties of this job, the employee is regularly exposed to a moderate or quiet noise level in the office work environment. May perform work outdoors under extreme weather. Subject to remain on duty beyond normal hours and/or recalled during emergency situations or other extensive periods.
