Marketing Statement: Come be an integral part of Metro's Safety Team as the Manager of Environmental Engineering. This position manages the effective quality and configuration control over environmental program procurement and maintenance actions, the design and specification preparation for programs being modified or anticipated for future installation, the development of programs inspection and testing programs to ensure environmental compliance, and the establishment of performance standards for new programs. The position manages the design and evaluation of the design and configuration of pollution abatement and remediation systems and coordinates environmental engineering tasks with affected operating departments and offices, consultants, and jurisdictional staff. This is managerial and professional engineering work involving designing and installing pollution abatement and remediation systems by Federal, State, and Local environmental regulations.
Minimum Qualifications Education - A bachelor's degree from an accredited college or university in Environmental Engineering or a related engineering discipline
- Or lieu of education degree an additional (4) years of progressively responsible experience in the design, installation, analysis, maintenance and evaluation of environmental engineering systems in mass transit or in general industry may be considered.
Experience - Seven (7) years of progressively responsible experience in the design, installation, analysis, maintenance and evaluation of environmental engineering systems in mass transit or in general industry.
- Two (2) years of demonstrated supervisory experience is also required.
Certification/Licensure - Possession or, or ability to rapidly acquire, a valid driver's license within 60 days of hire and must be maintained while in this job.
- While in this job, must maintain hazardous waste operations and emergency response certification to comply with OSHA 1910.120, or be able to obtain their certification within 120 days of hire.

The employee manages the design and evaluation of the design and configuration of pollution abatement and remediation systems. The employee coordinates environmental engineering tasks with affected operating departments and offices, consultants, and jurisdictional staffs. This is managerial and professional engineering work involving the design and installation of pollution abatement and remediation systems in accordance with Federal, State and Local environmental regulations.
Job Duties - Establishes work plans for subordinates against which they will be measured. Conducts performances evaluations of subordinates based upon there work plans.
- Directs engineering staff in the review of environmental program design and function; analyzes programs maintenance planning and the performance of specific functions on how they might be improved; works with other Authority Departments on the configuration alternatives, anticipated costs and contract management of environmental programs.
- Manages subordinates staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate subordinate staff training is provided.
- Develops standards for environmental programs to assure all work is properly documented and meets design, configuration and compliance requirements. Reviews contract specifications to determine how accurately procurements reflect operating experience and adjust programs to include new equipment and program reliability standards.
- Identifies potential environmental problems and organizes engineering resources to ensure the accomplishment of prompt corrective actions.
- Responsible for being thoroughly knowledgeable of current state-of-the-art practices in environmental control engineering; use and care of field equipment required to measure, abate and remedy pollution; contract drawings and specifications; Authority rules, regulations and procedures; trade and industry environmental standards and codes; Federal, State and jurisdictional EPA standards, requirements, and codes; and sound inspection procedures for complex environmental control projects.
- Manages and acts as the Contracting Officer's Technical Representative (COTR) for contracts for environmental engineering services for design and installation of pollution abatement and remediation systems. Conducts detailed site visits for technical inspection of contractor work to ensure conformance with established contract technical and engineering requirements. Supervises contractor performance in the operation, maintenance and repair of pollution abatement and remediation equipment and systems.
- Manages consultants, engineers and technical staff as necessary to carry out assigned tasks.
- Manages the preparation of reports and plans as required by environmental protection laws and regulations.
- Represents WMATA with environmental planning officials, Federal, State and local environmental compliance officials.
- Develops and maintains strong and meaningful work relationships with representatives of Federal, State and Local environmental enforcement agencies.
- Prepared and analyzes information on current and future projects to assess their budgetary and schedule impacts to inform management of any actual or anticipated problems and to recommend steps to correct adverse situations.
- Responds to spills; acts in the capacity of on-scene commander to coordinate all containment and clean-up efforts.
- Develops and reviews specifications for environmental engineering services (i.e., inspections, sampling, analysis and testing services); hazardous and non-hazardous waste characterization, removal ad disposal activities; replacement and installation of equipment and systems (i.e., underground and above ground storage, task, monitoring/lead detection systems, etc.) and for design and implementation of recovery and remediation systems.
- Completes and submits to appropriate jurisdictions permits for NDPES and wastewater discharge.

Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
