Environmental Program Consultant position will serve as a program manager/project manager to oversee sites in the Superfund Section programs, including Dry-Cleaning Solvent Cleanup Act (DSCA), PreRegulatory Landfill (PRLF), Inactive Hazardous Sites (IHSB), that are undergoing redevelopment/reuse which includes the review of complex geological/hydrogeological and engineering data, reports, plans, designs, etc. to ensure that contamination is addressed properly to prevent exposure. This position will serve as the program manager/project manager to oversee and manage closed sites in the Superfund Section programs to ensure that post closure requirements such as land-use restrictions and annual certification are being maintained to prevent exposure to contamination. This position will be responsible for establishing protocols for a new property management unit including redevelopment/reuse and post-closure. These duties include developing tools such as spreadsheets, databases, guidance documents, schedules, flowcharts, etc. This position will be responsible for applying and reviewing risk assessment tools to evaluate risk and ensure safe redevelopment. This position will be responsible for review and evaluation of redevelopment/reuse and post closure vapor intrusion assessment and mitigation data, reports, plans, etc.
Key Responsibilities: - Develop new unit tools including spreadsheets, guidance documents, databases, etc. to establish working processes.
- Manage redevelopment/reuse sites by reviewing environmental data, reports, plans, etc. to ensure contamination is manages appropriately to prevent exposure.
- Manage post closure sites by ensuring compliance with land-use restrictions, annual certification or other post closure requirements.
- Apply risk assessment tools and risk management principles to ensure site activities do not create an unacceptable exposure to contamination.
- Evaluate and review vapor intrusion assessment and mitigation data, reports, etc.
The Division of Waste Management:The primary purpose of the Division of Waste Management is to protect the public health and environment through assuring that solid and hazardous wastes and underground storage tanks are managed properly, and existing contamination is cleaned up across the State of North Carolina. This is accomplished through the Hazardous Waste, Solid Waste, Superfund and Underground Storage Tank Sections, and the Brownfields Redevelopment Section.
