Work closely with government management personnel to ensure that all contract deliverables are completed on time, within budget, and to the highest standards of quality. Oversee all phases of program management, ensuring timely, cost-effective, and high-quality task completion. Manage and monitor program objectives and requirements, organizing and scheduling projects effectively. Lead efforts in the development of standards and guidelines for program execution. Demonstrate specialized expertise in distributed training network architectures and software development. Maintain oversight of project planning, resource allocation, and ensure compliance with government contracting regulations. Prepare and deliver regular reports and briefings on program status, risks, and outcomes to both internal teams and government stakeholders. Ensure the program is aligned with all financial and operational goals. Mentor, guide, and evaluate team members, ensuring skill development and optimal performance. Identify, assess, and mitigate risks that may impact the successful delivery of the program. Qualifications Secret Clearance. Master’s degree or 6+ years’ experience in Business Administration, Project Management, or related field. Minimum of 20 years of military and/or private equivalent experience in technical and operational leadership roles. Specialized expertise in distributed training network architectures and software development. At least three (3) years of experience in the last five (5) years determining program objectives and requirements, organizing and scheduling programs and projects, and developing standards and guidelines. Strong understanding of federal government contracting procedures and policies. Demonstrated experience leading complex technical projects across cross-functional teams within a face-paced, high-volume, dynamic work environment. Excellent verbal and written communication skills and interpersonal abilities. Exceptional organizational skills and attention to detail. Analytical experience related to contract performance to ensure proper utilization of manpower, materials, funds, facilities, and equipment. Experience interfacing with Government contracting personnel and Senior Government leadership using various communication formats on project progress. Must be a US Citizen and able to obtain and maintain a US Government Secret Clearance. Desired Qualifications: Program or Project Management Professional Certification (PMP). Experience managing federal government contracts. Strong analytical skills with the ability to interpret complex data. Familiarity with government contract regulations and compliance. Familiarity with SCORM, cmi5, HTML5, and Learning Management Systems (LMS). Familiarity developing and maintaining computer-based training and education courses and tools to facilitate distributed training across the Department of Defense.
