Director Community Development and Planning This position is responsible for the daily management and coordination of all functions and services of the Planning Board, including zoning and subdivision matters within the City as defined by State statute and local rules and regulations; coordinates cross-departmental projects and acts as liaison to applicants; researches and applies for grants and funding and manages the funded projects. Responsible for directing Gardner’s land use and planning activities and providing support to the elected Planning Board, in order to advance the economic well-being of the City. Duties and Responsibilities: Plans and coordinates activities to address community needs including but not limited to the following: Land use, subdivision control, and site plan review and zoning; protecting and enhancing the natural and built environment; enhances employment opportunities with an emphasis on industrial development, expedited permitting and supporting existing business. Provides guidance for downtown revitalization, long-range planning including but not limited to Urban Renewal Plans, Open Space and Recreation Plans, Capital Improvement Plans and strategic plans to attract business and industries and green communities and renewable energy programs. Develops, identifies, prioritizes, implements and manages multi-faceted, complex community and economic development plans and projects, including two Urban Renewal Plans, and applies for and administers grant funds for such projects. Provides technical assistance to the Gardner Redevelopment Authority through monthly meetings and events. Manages Authority finances and investments. Coordinates and provides technical assistance to the Gardner Planning Board through monthly meetings including administering the City’s permitting process for new development in accordance with the City’s Zoning Code and Subdivision Rules and Regulations and coordinating Development Review Committee meetings to review and critique proposed development projects. Markets, acquires and disposes of land/real estate owned by the Gardner Redevelopment Authority to advance the economic goals of the City and sustain the organization. Works directly with the business community to encourage and incentivize job growth and increase the local tax base. Develops annual reports and develops and manages annual budgets for the Planning Board, Conservation Commission, Redevelopment Authority, and Department of Community Development and Planning. Provides community and economic development and planning technical assistance and guidance to residents, developers, businesses, organizations, and other City Departments and Boards. Participates in multi-state, state-wide, regional and local economic development planning associations, councils, commissions and committees include Board of Director roles. Minimum Requirements: Bachelor’s Degree in Municipal Planning or related field, Master’s Degree preferred; seven to ten years of progressively responsible experience in municipal planning and economic development, five of which were at the managerial level; or any equivalent combination of education and experience. Special Requirements Possession of a valid motor vehicle operator’s license. Certified land use Planner, AICP desired.
