The Facilities and Site Services (FSS) Team is tasked with facilitating NREL's construction and maintenance projects in conjunction with the U.S. Department of Energy (DOE). This includes large and small construction, maintenance, and campus upgrade efforts. The successful candidate can work autonomously, take initiative, think critically towards complex analyses, and pay attention to detail. We are looking for someone who can execute a high standard of contracts administration and contribute towards process and reporting improvements for the Office of the Chief Financial Officer. Develop effective purchasing strategy with internal customers based on needs. Perform Market Research. Review sole source justifications. Perform price analysis - documenting price reasonableness. Negotiate and administer fixed price commercial item/service purchases. Resolve issues related to supplier performance, subcontractor equipment purchases, and delivery schedules. Perform post contract administration duties (modifications). Initiate subprocess reviews (Information Technology, Safety, Legal, Cyber Security etc.). Liaise between customers and vendors to ensure all needs are met while ensuring NREL receives the most cost-efficient goods or services. Communicate clearly and effectively with vendors to ensure all necessary Purchase Order paperwork is filled out in a timely fashion. Team with Acquisition Service Group members on projects as assigned. Perform other duties as assigned. Requirements: Relevant Bachelor's degree and 9 or more years of experience or equivalent relevant education/experience in supply chain, management, business, contracts administration or similar field; or relevant Master's Degree and 7 or more years of experience; or relevant Ph.D. and 4 or more years of experience; or relevant J.D. and 4 or more years of experience. Expertise in contract administration for A&E and construction projects. Working knowledge of the Federal Acquisition Regulations (FAR) and related government contracting principles. Direct federal contracting and government construction contracting experience using FAR Part 36, Davis Bacon Act, and Service Contract Act. Can execute federal contract administration with minimal guidance. Exceptional leadership, project management, and problem-solving skills. Demonstrated experience negotiating terms and conditions for various contract types. Strong cost/price analytical skills and business math skills. Strong interpersonal skills necessary to build and maintain a diverse team. Comfortable with ambiguity, high standards of professionalism, resourceful, and strategic. Expert knowledge of Microsoft Office Suite and ability to quickly learn other applications. Must be eligible to obtain and maintain a security clearance. Must be a US citizen. Successful drug screening. Location/Work Arrangement: Subcontractor Personnel will be required to work on site as needed and can work remotely 8 AM - 5 PM Mountain Time, Monday-Friday unless otherwise directed by NREL.
