Indian Health Service Supervisory Environmental Engineer (Associate Director, OEHE) Portland, Oregon Summary Duty Station: Portland, Oregon. This position will plan, develop, direct, and manage a comprehensive Environmental Health and Engineering program that is comprised of three divisions: Environmental Health Services, Sanitation Facilities Construction, and Health Facilities Engineering. The position reports to the Area Director. Responsibilities This position is being re-advertised to solicit additional applications. Duties of the position include: Working on a day-to-day basis with the Area Director, Deputy Director, other Associate Directors, and key staff members, participating in top management discussions, decisions, and policy making. Supervising and coordinating professional/consultative employees with accountability for work planning, organization, and direction. Appraising, planning, directing, managing, and evaluating the Area Environmental Health and Engineering Program. Developing an annual operating budget for program expenditures including personnel costs, travel, training, materials, supplies, and equipment. Serving as principal advisor and technical consultant to Rural and Urban Health Programs and tribal governments on environmental health and engineering matters. Representing the Area Director and OEHE program at tribal meetings, IHS Sponsored conferences, and other official gatherings. Major Programs in Area Environmental Health and Engineering Program: Environmental Health Services Program: Activities designed to assist families, communities, and organizations in planning, implementing, and evaluating a comprehensive environmental health program. Sanitation Facilities Construction Program: Activities designed to provide families and communities with safe water supplies and adequate waste disposal. Health Facilities Engineering Program: Activities designed to ensure effective construction, operation, maintenance, and repair of healthcare facilities. Requirements Conditions of Employment: Selectee may be subject to a probationary period. U.S. Citizenship is required. Selective Service Registration is required for males born after 12/31/1959. This position is designated under Public Law 101-630, requiring contact or control over Indian children. A one-year supervisory/managerial probationary period may be required upon selection/placement. COVID-19 vaccination is required for all selectees prior to entrance on duty. A background investigation will be required. Qualifications: To qualify for this position, your resume must demonstrate sufficient experience and/or education. Experience refers to paid and unpaid experience, including volunteer work. You must clearly identify the duties and responsibilities in each position held. Basic Requirements: A. Degree: Engineering. Acceptable programs must lead to a bachelor's degree in an accredited school of engineering or include specific coursework in engineering science or physics. Minimum Qualifications: Specialized Experience is required for this position, equivalent to at least the next lower grade level in the Federal service. Your resume must demonstrate at least one (1) year of specialized experience managing a health facilities engineering program, sanitation facilities construction program, or environmental health services program.
