What we are looking for:As the Recreation Education and Interpretation (REI) Program Manager, you will provide leadership and oversight on state forest recreation, education and interpretation issues statewide, totaling approximately 745,418 acres, with a goal to create lasting and diverse outdoor recreational, interpretive and educational experiences that inspire visitors to enjoy, respect and connect with Oregon's state forests. Duties Include:
- Develop and further the REI missions and visions: Develop and implement an REI Program that establishes short- and near-term program vision and services and articulates core business and priority projects.
- Policy, Statues and Rules: Lead policy development, for State Forests' statewide recreation, education, and interpretation programs in collaboration with Agency and Division Leadership as well as Division Operation and Policy Analysts. Assure program implementation is consistently applied, in compliance with best practices, rules and statutes. Development new strategic initiatives, legislative concepts, and policy option packages.
- Systems Awareness. Proactively identify and address needs and opportunities associated with technological advances, changed public needs and expectations.
- Planning and Operations. Provide leadership, direction and coordination on State Forests' statewide REI operations. Lead the development of and ensure that REI plans, Annual Operating Plans and Implementation Plans are aligned with REI visions and goals and are integrated with all other GPV components. Put systems in place that result in the successful implementation of these plans. Assure that the recreation, education, and interpretation plans are updated and maintained to establish the vision and goals for the State Forests' recreation, education, and interpretation programs.
- Communication. Be a champion for REI programs internal and externally and set in motion new and innovative approaches to REI public services, incorporating new information and contemporary practices. Put systems in place to coordinate with field managers including District Foresters, South Fork, the Tillamook Forest Center and other field work groups to identify and prioritize REI messaging, initiatives, and operations. Work with the Agency's public affairs program to promote the REI programs and promote safe and respectful recreation opportunities on State Forests.
- Supervision - Directly supervise 3 professional/supervisory staff and indirectly supervise a staff of up to approximately 30 permanent and seasonal REI staff. Provide clear expectations about job performance.
- Explore, identify and pursue sources of funding and partnerships to support the REI mission to reduce the dependence on timber revenue.
Minimum QualificationsSix years of supervision, management, or progressively,
closely related experience
ORThree years of
closely related experience and a bachelor's degree related to Forestry, Recreation, Environmental Education or a
closely related natural resources degree.
Note: Driver's License Check - This position requires the operation of a state vehicle for the purpose of conducting official State business. If you have an Oregon driver's license, a record check will be conducted on the top candidate to ensure a valid license and acceptable driving record.

- Ability to ensure that budgets support Department and Board of Forestry objectives and missions.
- Ability to promote a safe and healthy work place and practices to recruit and retain employees and work force diversity.
- Knowledge of and experience in delivering best practices in forestry related recreation, education, and interpretation.
- Proficient-level to advanced-level for effective and clear Communication, Innovation, Mentoring and Developing People, and Stewardship.
