We are seeking a Project Development Engineer / Project Developer to join our federal team that specializes in supporting U.S. military and other U.S. federal government sites, primarily within our Mid-Atlantic / National Capital Region (VA/MD/DC area). This is a remote (work from home) position with the ability to travel as needed. This role will lead the design, development, scope definition, and cost development for facility improvement projects for U.S. Military and other federal government sites within the region, primarily working with building mechanical and electrical equipment and systems (HVAC mechanical, HVAC controls and automation, lighting, utilities, SCADA, fire, and/or electronic security, etc). Pay range: $120,000 - $150,000 base salary based on experience Bonus eligible: Yes Location: Remote / Virtual (Work from home) with the ability to travel as needed, preferably based within a few hours of the Washington D.C. Metro area. Travel Required: Up to 50%, depending on home location (if not in the National Capital Region). Typical travel is 2-3 days at a time during the week. As a Project Development Engineer , you will: Lead the design, development, scope definition, and cost development for facility sustainment and modernization projects for U.S. Military and other federal government installations. Work closely with Sales Account Executives to understand customer’s goals and challenges. Identify technical opportunities to support established goals through maintenance, upgrades, and/or construction projects. Conduct site surveys, system assessments, and initial data collection to develop preliminary concepts for large facility modernization and improvement projects. Review customer RFPs, Performance Work Statements (PWS), and design documents for proper information to receive accurate pricing from subcontractors and suppliers. Write and edit technical proposal narratives describing design-build concept in response to an RFP. Ensure project scope of work is well-defined to verify feasibility of implementation, to ensure adherence to codes, standards, and agency requirements, and to mitigate cost and schedule risks. Establish ongoing relationships with the technical personnel within the customer’s organization. Lead multi-disciplinary teams to develop cost estimates, scopes, project requirements and schedules. Apply appropriate methods to estimate baselines and potential savings in energy use, peak demand, water use, and/or operating costs. Support the Operations team in identifying risks, risk management strategies, planning staffing, and developing schedules for project delivery. Support Operations team in “Post Award” technical activities, including site surveys, design reviews, and submittal preparation. Perform other related duties as assigned. Required Qualifications: Experience with initial project development for facilities/building improvement projects (MEP, HVAC mechanical, HVAC controls, lighting, utilities, SCADA, fire, electronic security, etc). Demonstrated subject matter expertise with large Mechanical Installations or low voltage electrical systems. Experience independently leading site surveys to assess facility systems for facility condition and energy savings opportunities. Strong estimating skills and experience, preferably with RS Means or other estimating tools. Capable of assessing design risk and being accountable for all elements of large projects. Demonstrated ability to lead teams, work effectively with others, drive for results, focus on the customer, & act ethically. Comfortable presenting in customer-facing situations. Ability to travel, up to 50% (depending on location). U.S. citizen with the ability to obtain and maintain required government security clearances. Preferred Qualifications: Experience working with MEP engineering, design build contracting, and/or energy savings performance contracts. Prior experience working on U.S. Military installations or supporting projects for Department of Defense and other federal government customers. Experience performing building energy simulation modeling (eQuest or EnergyPlus). Preferred Education: Bachelor’s Degree in Mechanical Engineering, Electrical Engineering, or a related field, or equivalent experience. Professional Engineering license, CEM certification, and/or LEED AP accreditation.
